This sculpture was created by Tom Gleeson in 1987 and is titled 'Cow'.  It originally stood on an inner courtyard of the Princess Margaret Hospital (which was a roof to part of the building) and moved to the Great Western Hospital when PMH closed and health care relocated to the GWH.  You can see a photograph of it at PMH at:  flickr.com.
